The G2 Enterprise Information Management System: Revolutionizing Infrastructure Management

National Nuclear Security Administration

NNSA is responsible for enhancing national security by maintaining the U.S. nuclear weapons stockpile; reducing global danger from weapons of mass destruction; and providing the U.S. Navy with safe and reliable nuclear propulsion. The NNSA enterprise consists of 6,000 facilities with 36 million square feet, located on 2,160 square miles in 7 states. This important task is complicated by both the age and condition of NNSA facilities. Half of NNSA’s facilities are over 40 years old, 30 percent date to the Manhattan Project era, and 12 percent are excess to requirements. Nearly two-thirds of NNSA’s aging and brittle infrastructure is less than adequate to meet mission needs. Deferred Maintenance is at an all-time high of $3.6 billion. In summary, much of NNSA’s infrastructure is old, obsolete and in poor condition; failures are increasing in frequency, severity and unpredictability; and traditional analytical methods used to drive investment decisions were inadequate and did not capture risk, importance or condition.

NNSA’s innovative G2 system is designed to optimize investments of taxpayer funded infrastructure recapitalization, maintenance and safety in the most cost-effective manner. NNSA uses Agile IT development practices to deploy G2 enhancements every 7 weeks. G2 has allowed NNSA the ability to analyze key data in a holistic manner on the scale of $2 billion in annual investment decisions. The 900 plus current users track 19,000 actions per month in scope, schedule, and financial data including geo-spatial information (maps, diagrams, photos, inventory and condition) with process automated change control, business rules and notifications. Mobile phone and tablet applications are used to complement on-line desk top services so customers from Headquarters, Field Offices, and NNSA/non-NNSA sites have access to enterprise information in real-time 24/7. G2 includes modules for Enterprise Risk Management, Mission Dependency Index, BUILDER, and network analysis to evaluate the interconnection of dependent assets and provide visualization for data-driven, risk-informed decision-making. The enterprise contribution is impressive. From congressional leaders that set budgets to facility operators, NNSA’s G2 system drives risk-based decisions at the enterprise level rather than sub-optimally by site. Defensibility, traceability, and risk-based decision-making are now the norm at NNSA.

Agency Agility Strategic Initiative

National Geospatial-Intelligence Agency (NGA), Program Management Office

Ms. Ruby Hidalgo, Program Management Execution Officer, NGA

Ms. Hidalgo’s efforts directly support NGA Director’s vision of a more agile workforce which is identified in the NGA 2015 Strategy. The progress she has made in realizing this vision has been significant and by enabling the shift to a more agile workforce, NGA is able to better serve its customers, such as our men and women in uniform, safety of navigation, and disaster response efforts. She has accomplished this by recognizing the need to change the way NGA operates and attacked the first cultural hurdle to transition to Agile by working with industry, academia and others in the government to educate the NGA workforce. Ms. Hidalgo is to be commended for her tireless efforts to educate the NGA workforce about the Agile values, principle, practices and methods and how they relate to NGA’s ability to deliver value to its customers – both internal and external to the agency.

Automated Information Triage for Rapid Decision Making

Institute for Defense Analyses

Increasingly the Department of Defense (DoD) is faced with the challenge of analyzing large, heterogeneous data files, in different formats (e.g., image, audio, and video), covering a wide range of content. The ability to intelligently automate the reduction of big data sets to find relevant information is needed to solve specific problems accurately, quickly, and without bias. The Institute for Defense Analyses (IDA) is making innovative uses of advances in text and discovery analytics using supervised machine learning and natural language processing techniques to analyze massive amounts of documents and information. By combining information triage principles with text analytics and exploratory data analysis techniques, IDA has created an information triage capability for gathering, sorting, and prioritizing information, thus identifying what is relevant or important for the decision maker and discarding everything else. This capability employs open source, multi-faceted, state-of-the-art search engines, customized to DoD problem domains and optimized for specific use cases, which form the foundation of a rigorous, interactive discovery process that can be used across different content areas.

IDA’s approach has been used to examine internal memoranda and extract specific data required to comply with policy, document changes in legislative language, determine alignment of policy and procedures, and identify data transmission between information technology systems. As a result, DoD is spending significantly less time on finding and analyzing large amounts of data. This is especially important as the government has fewer people available to handle an increased workload. The information triage capability minimizes the human-intensive data collection aspect of finding the relevant data to accelerate decision-making.
