Towards Enduring Solutions

Building Capabilities for Multi-national Interoperability in an Era of Austerity

Multi-national operations are the standard now for the U.S military.  But are we learning valuable lessons about the challenges and difficulties of seamlessly connecting with coalition partners in military operations?  Are we able to respond to these challenges in a time of budget uncertainty?

Purpose:
This workshop brings industry and government together to focus on the policies and programs for establishing interoperability amongst coalition partners that allows timely sharing of information. The workshop looks at the lessons we have learned from years of coalition operations, and addresses the gaps that remain in our abilities to easily interoperate with coalition partners. 

It also looks at these challenges from the perspective of an international partner that must contend with the large and often non-interconnected systems that can be present in a joint US military operation. 

Finally it addresses the how we will generate the requirements for continued evolution of information sharing capabilities, and the establishment of a standards-based enduring capability.

The Coalition Information Sharing workshop is addressing the areas of:

  • Current status of requirements of the DoD for multinational operations
  • Discussion of the DoD Mission Partner Environment (MPE) framework and approach
  • Developing interoperability solutions for coalition operations
  • ITAR restrictions, compliance and impacts on information sharing capabilities
  • Advanced multinational and bi-lateral international intelligence information sharing
  • Multi-level security cross domain technologies
  • Service-oriented/cloud architecture approaches for multi-national/bi-lateral situations
  • Identity and Access Management in a multi-national/joint service operational context
  • Multi-national integrated wide-area network advances and challenges
  • Approaches to widespread access to near real-time data
  • Secure, rapid and responsive automated information sharing
  • Deployable networks for joint/contingency/coalition operations

The workshop will concentrate on the following:

  • US BICES as the coalition intelligence support element of the DI2E
  • Coalition implications of the Mission Partner Environment, and its integration with JIE
  • Efforts of the International Partner Action Group
  • Innovation and industry solutions to complex coalition problems

There are essentially three key areas in which we share information with coalition partners:  Command and Control (C2), ISR, and National Intelligence.  The context, operational need and information sensitivity are different for each of these areas.  Within each of these areas there are challenges in sharing information across domains.  The workshop is constructed to address information sharing for C2 and ISR.
