OUTCOME DRIVEN GOVERNMENT FORUM

Achieving better results through new approaches to enterprise architecture that focus on outcomes.

Purpose

The purpose of this workshop is to examine case studies and real examples and of what outcome-driven processes and deliverables look like in Government, and to more closely inspect outcome-focused approaches that promise to assure the delivery of results.

Workshop 2 builds on some of the concepts discussed in the first workshop: a bi-modal approach to IT and architecture; defining measurable results; building artifacts which are used; and responding to a business demand. It drills down into what these mean and how these principles have been applied in Government.

Outcome Driven Concepts

In the first workshop the following concepts were introduced:

A Bi-modal approach to IT
Simply stated, an organization is likely going to have to operate large, enterprise-level IT systems and processes while at the same time doing disruptive innovation to leverage constantly changing technology to impact business value. The architecture patterns for these are very different.

Defining Measureable Results
Delivering better outcomes means being able to measure the value to someone of what will be produced. It is common in software development to have features and functions specified that have no real value to the user. If the user sees no value the project should not be started. To focus first on the business need, start with the end in mind: what results does this program/project need to deliver, and who will use them?

Building Artifacts Which are Used
An architecture effort that creates an artifact which is of no use to anyone is a wasted effort. Avoid the production of shelf-ware.

Respond to Business Demand
This directly implies that there must be a customer to receive the result to validate a return on the investment. If no one wants the capability, why invest in it?

Workshop 2 Objectives

In Workshop 2 we will examine in more detail some of the concepts presented by Gartner in Workshop 1, to include further detail and examples of how Government organizations have applied stage planning to achieve improved business and mission capabilities.

AFEI is committed to foster dialogue between Government and Industry on critical issues and offer free registration due to restrictions placed on travel and event attendance. We ask our ”no fee” registered colleagues to place the same importance on attending the event as if payment was made as it does impact key elements to the events learning objectives and outreach.

CANCELLATION POLICY
All cancellations must be in writing. A refund less $75.00 will be given until May 9th; after this date no refunds will be issued due to event logistics. Refunds will be processed after the event closes. Substitutions are welcome in lieu of a cancellation. There is a $25.00 change fee if a financial change is made. Requests for substitutions must be made in writing to Tammy Kicker ([email protected]).

Outcome Driven Government (ODG) is a member community of Government and Industry thought leaders and practitioners with a focus on delivering outcomes that matter.

According to the recent annual survey conducted by the Partnership for Public Service, innovation is at an all-time low. Contributing factors include sequestration, acquisition hurdles, and other difficult issues that stifle needed transformation.

Objective

Our objective is to grow the ODG community into a sustainable activity that will hold workshops, webinars, meet-up groups, and other events to bring together Government practitioners with industry, researchers, educators and other innovators to drive the adoption of proven approaches, and showcase case studies and success stories with interactive discussions, white papers, and other supporting documents provided to members.

The Changing Practice of EA

In today’s fiscal environment, Government agencies are struggling to meet mission goals with greatly reduced resources. They are searching for new ways to improve productivity, performance, and accountability for large-scale transformational initiatives, IT programs, acquisitions, and other projects.

The promises of Enterprise Architecture (EA) as a discipline to help organizations translate business vision and strategy into effective enterprise change have been slow to materialize and lack the agility to keep pace with technology-driven change.

Consequently, the practice of EA is shifting to focus more on business and mission outcomes, as well as agile methodologies, to deliver value quickly and cost-effectively. This movement is changing the way Government leaders look at EA and how it can help achieve transformational success.
