- Assess technology, processes supporting implementation, and service interoperability at the enterprise-level
- Consider networking model and governance of software assets as it relates to a net centric enablement for the DCGS FoS
- Leverage current state of the practice within the DCGS family and recommend appropriate best practices for SOA enablement strategy
Top Three Issues
- Security and business models will be an important facet of the SOA implementation
- the sub-group will coordinate with the Identity management sub-group to define that component of the SOA
- SOA requires degrees of standardization, integration and reciprocity that cut across program and organizational boundaries
- Edge user needs will challenge and shape SOA implementation

- Managing of scope and expectations
- Setting realistic scope
- Clearly identifying what is possible today and what are research challenges
- Having realistic, phased implementations
- Developing specific guidance for cross program and organizational boundaries
- Incentives for service providers and consumers
- Instantiate strong service level agreements
- Design time and runtime governance, metrics and enforcement
- Developing realistic quality attribute goals and expectations, particularly in constrained environments
