Purpose
A move to open source software, standards and architecture in DoD inevitably means
major changes to DoD programs and systems. The purpose of this two day conference
is to discuss open technology and open source software in DoD - actual use cases
, lessons learned, and specific Government implementations - and to get the real story.
- Who in Government is using open source software, and how?
- What are the benefits of open source?
- Is open source delivering on its promise?
- Can it be used in closed, even proprietary systems?
- Is it secure?
One of the by-products of net-centricity is the need to evolve software in a rapidly changing environment. Open source software and technology offers
an alternative to the traditional way of code development that may be faster, better and cheaper. However, is it right for every program, and can it be
done in the Defense community with its emphasis on security and control?
DoD is without a doubt adopting open standards. Future Combat System is using Linux, while OSD (AS&C), NGA, NRO and DNI are all evaluating how
to take advantage of open technology.
Day One - Open Technology Development The DoD Open Source Technology Development (OTD) project is applying emerging open
source methods to DOD software acquisition. OTD promotes the use
of: Open Standards and Interfaces; Services Oriented Architectures;
and Open Source Software Development Practices and Solutions. Since
the initial DoD OTD report was released in April 2006 interest has grown
in using open source as a means of increasing agility and reducing cost.
These practices are already proven and in use in the corporate world.
Open standards and interfaces allow systems and services to evolve
freely, services oriented architectures enable distributed workflows and collaboration, open source development methodologies minimize
redundant software development and enable agile development of
systems.
Day Two - Open Source Geospatial Software Geospatial information services are taking on new directions. Integrating geo-location with
operational data in ways that increase knowledge and agility is a key
element of future GIS. The next generation will provide business problem solutions with location technology. At present Canada seems to have the
lead in adopting open source tools and products for geospatial
applications. What do they know that we don't?
Collaborative development of open geospatial technologies, data, and standards, … (MapQuest, Google Maps, Microsoft Virtual Earth, Navtek, Garmin)... has accelerated with the increased availability of tools and
products.
The Open Source Geospatial Foundation, or OSGeo, is a not-for-profit organization whose mission is to support and promote the collaborative development of open geospatial technologies and data.
