Purpose

The 4th DoD Open Technology Conference expands the dialogue between government and industry on the business case, security and real-world military applications for open source methods, technologies and products.

This conference will address many of these critical issues from the perspective of both warfighter benefits and challenges for DoD implementation, including impacts on information capabilities acquisition and potential changes to business models.

Attendees will hear from government leaders and industry experts on the use of open source software, open standards and open architectures across the military services, and potential for impact on defense industry business models.

Applying Open Architecture to DoD Acquisition
Moderator: Nick Guertin, Deputy Director for Open Architecture, PEO IWS, US Navy

The panel discusses how the Defense Agencies and Military Services approach open architecture.  It adresses the question of how OA will influence and impact the acquisition of information tools and capabilities, and looks ahead to what the community can expect.

Implementing Open Technologies in Defense Suppliers - Case Studies
Moderator: Stu Lewin, Software Architect & OSS Evangelist, BAE Systems, Inc.

The panel opens up to the audience DoD contractor experiences with establishing a company policy on open source, and their perspectives on benefits, cultural resistance, and implementation challenges.  The goal of the panel is to share experiences and defense industry 'best practices'.

The panel will consist of contractors, a vendor to share experiences based on working with Industry for best practices, and a legal perspective on policy and implementation.  Defense contractors share their ‘war stories’, experiences, lessons learned – what worked, and what didn’t.
Open Technology Development - a New Policy and Process Paradigm?

This panel examines the impact the open technology development process is having on software creation and testing, re-use, best practice exchange, and business process management.  Participants discuss how open technology processes are being applied to proprietary environments and the emergence of collaborative development.  The panel also looks at issues such as the flow down of FAR clauses, liability, trusted meta-data frameworks, licensing and liability.

Open technologies are changing how we work, as evidenced by the success of companies like Google and the penetration of Linux, MySql and Subversion in the commercial sector.

Increasingly DoD is looking at the “open” model as a potential way to achieve pieces of its net-centric vision.

  • Open architecture has become the cornerstone for the Navy’s approach to competition and innovation in the development of information tools.
  • Open source software is finding its way into operational systems.
  • Open technology processes offer a different paradigm for software capability development, testing and acquisition.

 

Open Technology continues to build momentum and gain acceptance as a viable part of DoD's enterprise IT fabric, and yet DoD faces a variety of cultural, process, and technical challenges in adopting open technologies.

Follow the above link to the NDIA Customer Portal.  On-line registration closes Friday, October 24, 2008.

Returning customers can log-in to their account using their NDIA Customer/Member ID and password.  For new customers please take a moment to complete the New Account process and then complete your registration. Retain your Customer/Member ID and password for future use.

You will receive an Event Registration Confirmation e-mail immediately upon receipt of your payment online, so please ensure that your e-mail address is complete and accurate.

Cancellations, Substitutions, and Requests for Refunds:
All cancellations, substitutions, and requests for refunds must be done so in writing to
Betsy Lauer via email at blauer@afei.org. Cancellation requests received before 10/24/2008 receive a refund minus a $75 administrative fee. Refunds can not be issued for no-shows.

NOTE: No refunds for cancellations received after 10/25/2008.

Substitutions welcome in lieu of cancellation!

Confirmations and Receipts

You will receive an emailed confirmation after you use the CONFIRM button on the web page. When registering online, please review your information then “submit” and “confirm” your entry. PLEASE check your account information for accuracy (i.e.: spelling of name, address, company name, email address, phone number, etc.).  If all required information is input correctly, you will see “Thank you for your registration!”. How to Register for Others or Multiple Attendees On-Line
If you are registering another person or co-worker, (e.g. if you are registering your boss and/or co-worker(s), company/agency credit card holder registering several people, etc.), you must enter the respective email address, customer/member ID and password for each person you are registering, using their Customer ID account profile to register them.  For assistance please call Betsy Lauer.

Identification Badges
Each attendee will be provided with an identification badge during registration. This badge must be worn while attending the event. All attendees must present a valid, government picture ID (Driver's License), when picking up their badge. Conference badges are to be worn at all times during the event.
