Shared Services Across Government: accelerating secure information sharing through standards.
“We no longer operate largely on the principle of compartmentalization, that is, sharing information based on ‘need to know.’ We now start from the imperative of ‘responsibility to share’…”
- James R. Clapper, Director of National Intelligence
Consolidation and efficiency are changing the very structure of Federal IT.
Efficiency initiatives are making major impacts to IT environments, right now. The changes that are happening are greater and more far-reaching than we have imagined.
This event has been consolidated to a one-day, content-rich program addressing the evolving Federal IT environment and the convergence of Shared Servies, Cloud, and the ISE.
Responsible sharing and safeguarding of information across government requires a robust information environment that employs shared services. This is particularly true in the context of the new budget realities of today.
This is the 4th meeting on Inter-Agency Information Sharing and is designed to continue the dialog begun at the PM-ISE Workshop on Information Sharing and Safeguarding Standards (see supported events). At that workshop AFEI moderated the track on Federated Identity Management, recommending several near and far-term actions in the areas of strategy governance, and adoption.
The central mission of the Program Manager for Information Sharing Environment is the sharing and safeguarding of terrorism-related information. But this is not the only part of government that shares information, or that has a vital interest improving operations through shared services.
With the participation of PM-ISE, AFEI is focusing this event on advancing whole-of-government efforts to both share and safeguard national security information and address policy, process, technology, and governance around shared services.

Purpose: This meeting brings government and industry together to share lessons and best practices on establishing shared services across multiple government organizations. In particular it examines this in the context of the Information Sharing Environment and the PM-ISE standards-based strategy.
Why Attend?
Learn how government is addressing:
- What is required for sharing and safeguarding unclassified, CUI and Classified information?
- How does moving to the cloud enable shared services or safeguard information?
- What are the identity and access management enablers for effective shared services?
- What are the implications of the Executive Order for Departments and agencies?
- How will government address shared governance?
- What funding models will be employed to provide a shared services environment?
WikiLeaks highlighted vulnerabilities in the protection of sensitive and classified information. President Obama signed an Executive Order that addressed structural reforms to the oversight of classified information. It supports, codifies, and accelerates ongoing PM-ISE work including bolstering detection capabilities, restricting removable media, and strengthening government-wide governance, coordination, and oversight.
Sharing and safeguarding remain critically important for PM-ISE partners to be able to achieve their missions. For example, sharing classified and unclassified information between federal, state, and local public safety communities often occurs at state and major urban area fusion centers.
PM-ISE is focused on advancing whole-of-government efforts to both share and safeguard national security information, including policy, process, technology, and governance. This aligns with our mission to accelerate responsible information sharing across the totality of terrorism, WMD, and homeland security information.
