Battlespace Awareness and C2: Defining the Future

The first of a series of discussions that are bringing the principal leaders of Joint Command and Control (JC2), the Defense Intelligence Information Enterprise (DI2E), the Joint Information Environment (JIE) and the Intelligence Community Information Technology Environment (ICITE) together with industry to discuss the future DoD IT and Mission environment.

Senior DoD leaders from the DI2E and JC2 communities, who are charged with delivering these joint capabilities, will discuss with industry in a frank and open dialog the following:

  • Who the key players are
  • What challenges do they face in current Defense climate
  • How they are working together to deliver future capabilities
  • Where industry fits and what it can contrubute

The session gives these leaders the opportunity to interact with industry to discuss their needs and what industry partners must do to support the achievement of their objectives.

Background

Battlespace Awareness is the ability to understand dispositions and intentions, as well as the characteristics and conditions, of the operational environment.  It leverages all sources of information to include Intelligence, Surveillance, Reconnaissance, Meteorological, and Oceanographic.

Command and Control is the ability of Commanders to exercise authority and direction over assigned and attached forces and resources in the accomplishment of a mission.

The DI2E Framework provides the building blocks for the Defense Intelligence Community to more efficiently, effectively and securely develop, deliver, and interface mission architectures.  The key building blocks are standards and specifications, including web service specifications, which enable a stable but agile enterprise supporting rapid technology insertion.

The JC2 Framework provides the vision and supporting processes for the DoD to sustain, synchronize and modernize the Joint C2 capability area.  The Joint C2 Framework enables independently developed components to function in an agile and adaptive environment, while minimizing development and sustainment costs.  The key building blocks are the Joint C2 Architecture and standards as well as an annual planning process that synchronizes development, testing, and fielding activities across the Joint C2 family of programs.

Both of these communities have embraced visions that are aligned with the DoD JIE and ICITE objectives and promote maximum component reuse, shared enterprise services, and use of cloud technologies.

DI2E IAG Panel and Discussion: Component and Market Business Models
Moderator:  Ralph Wade, VP, BAH

Panelists:
Ron Pontius, OUSD(ATL)
Gary Wang, OUSD(I)
Harvey Reed, MITRE
Judy Smith, Exelis
Nick Buck, Buck Consulting

With increased use of components, frameworks and platforms, we have an opportunity to assemble capabilities from components as an important alternative to traditional systems delivery. The panel will discuss ongoing efforts at developing supporting business models and initiatives among the government communities, the resulting changes in acquisition strategies, and the unique opportunities the partnership with the IAG enables. Fundamental changes to business models engendered by components and widgets and the collaboration of the IAG with the government can be harnessed to inform recent initiatives, such as the Senior Widget Hosting Summit Series, and promote understanding of these strategies.
