Sequestration Nightmare NOT Over by Sep 30!
The House of Representatives has passed FY13 Continuing Resolution that keeps spending at level prescribed by the Budget Control Act, but did not address sequestration.
On the House floor Congressman Norm Dicks said sequestration would not be taken up until after the election.
Unless the lame duck session does something about sequestration between the election on November 6 and January 3, SEQUESTRATION BECOMES REALITY!

Cost predictability, hassle-free provisioning and direct fiscal linkage to program performance.
Federal IT budgets may be shrinking, but Government still needs innovative IT solutions
Technology vendors must update their approaches to the federal market. The matter has become more pressing in the current budget climate, with the threat of real spending cutbacks
Technology vendors should redouble their efforts to show why their solutions offer the best value in particular environments while making it easier for the benefits of their products to be delivered in alternative models. It’s time to rethink demand generation and channels of distribution in light of these new customer requirements and computing models.
The Fog of Sequestration
Senator Ayotte has been a part of the Senate roadshow that has been traveling the country rallying support for pressuring Congress to do something about sequestration. Current estimates are that in Virginia alone over 207,000 jobs will be cut because of sequestration.
The Department of Labor opined that sequestration is "uncertain". What is uncertain is how Congress and the President will work to change it. Without an act of Congress, sequestration MUST happen, by law.
Bloomberg Government Analyst Kevin Brancato and Afzal Bari will present their Study titled, “Sequestration Planning: Scenarios and Options for Defense Contractors,” which outlines issues to help companies that contract with the federal government prepare for sequestration.
But that's not all. Federal IT budgets will be reduced whether or not sequestration happens. How do Federal Departments get innovation and efficiency from information environments and spend less on them?
DHS, DISA, PM-ISE and GSA will discuss their perspectives on getting "more bang for the buck" from our investments in IT.
Budget realities, especially in light of impending sequestration cuts, will greatly impact the plans of a host of IT initiatives including public/private cloud infrastructure, mobility, big data and analytics across the Federal government.
At the same time, Federal IT leaders are calling for more innovation, but are struggling with adoption of emerging commercial technologies. Government and industry leaders discuss the new landscape and their evolving priorities.

Sequestration - the Gift that keeps on giving!
In the first sequestration, which occured in 1986, as a result of Gramm-Rudman-Hollings, there was a one-time, across the board reduction of 4.9% for Federal Departments.
In 2013 the Budget Control Act kicks in 10 years of annual budget reductions of $55 Billion. How will Federal Departments make the cuts? Bloomberg Government indicates that in January of 2013 DoD will take a 9.6% reduction while the rest of Government will see a 9.1% cut.
We will begin to see consequences in September of 2012 as contract signings may be delayed. However, for DoD unobligated multi-year funds will included in the cuts, so we may see a rush to get these under contract. Contracts will likely have contingency clauses, and on January 2 we may see contracts cancelled.
